If you have received a Title IX notice from a North Carolina university and are looking for a North Carolina Title IX lawyer, this page links to the school guides on this site. There are seven guides, one for each university listed below.

Each university runs its own process under its own policy, and the written notice you receive controls. Start with the procedure your notice names, then read the guide for your school.

How North Carolina universities handle Title IX cases

Each of the seven universities publishes its own Title IX policy and procedures. This page does not describe a shared system-wide or statewide rule, because none was verified in the sources behind these guides.

The schools do follow one common pattern. Each has a Title IX route and a separate route for conduct that falls outside it. At every school listed here, a dismissal from the Title IX route does not always end the matter, because another university process may still apply.

Beyond that, the details differ. Two examples:

  • How days are counted. Appalachian State’s two procedures count a Day as a business day when the university is in normal operation. NC State’s REG 04.25.08 counts a Day as a calendar day, with adjustments for weekends and closures. UNC Greensboro’s Grievance Process page gives day counts without saying which kind of day it means.
  • Standard of proof. UNC Wilmington’s 02.210 Title IX Grievance Policy uses clear and convincing evidence. UNC Wilmington’s separate 04.130 policy, UNC Chapel Hill’s Title IX procedure, and UNC Charlotte’s UP 504 use preponderance of the evidence.

North Carolina university guides

  • Appalachian State University: App State’s Office of Access & Opportunity links Policy 110, the Title IX Resolution Procedures, and a separate Discrimination and Harassment Resolution Procedures for Student Respondents. The Title IX procedure gives 10 Days from receipt of the draft investigation report to respond, and the student procedure gives 5 Days. See the school page for appeal timing.
  • East Carolina University: ECU points students to the Title IX Compliance and Resolution Regulation, the supplemental Regulation on Reports of Prohibited Interpersonal Violence and Related Misconduct, and Appendix A, Procedures for Reports Against Students. Appendix A sets different appeal routes for a responsibility finding, a sanction, and an expulsion imposed by the Vice Chancellor. See the school page for appeal timing.
  • NC State University: NC State’s Title IX route runs under REG 04.25.08, Title IX Sexual Harassment Resolution Procedures. Student hearings and appeals on that route follow REG 11.35.02, Student Discipline Procedures, Appendix G.   • UNC Chapel Hill: UNC Chapel Hill has a Title IX policy and procedure and a separate Policy on Prohibited Discrimination, Harassment and Related Misconduct (PPDHRM) with its own student procedure. Under the Title IX procedure, a dismissal appeal is due in writing within five business days of the notice of dismissal. An appeal of a responsibility or sanction finding is due in writing within five business days of the Notice of Hearing Outcome.
  • UNC Charlotte: UNC Charlotte handles Covered Conduct under University Policy 504 (UP 504), revised December 18, 2025, and other alleged sexual harassment or interpersonal misconduct under UP 502 and its student procedures.   • UNC Greensboro: UNCG’s Title IX Policy was revised April 28, 2025. Its Grievance Process page has no posted date, and its Student Code of Conduct was last revised December 21, 2022.   • UNC Wilmington: UNCW has two student policies, both last revised November 8, 2022: the 02.210 Title IX Grievance Policy and the 04.130 Student Gender-Based Sexual Misconduct Policy. Under 04.130, an Intent to Appeal is due within two business days, and the Request for Appellate Consideration Form within five business days, after notification of the original decision. Common questions

Do these North Carolina universities follow the same Title IX policy?

No. Each school’s guide cites that school’s own policy and procedures, with different names, dates, and day counts. For example, NC State counts a Day as a calendar day under REG 04.25.08, while UNC Charlotte’s UP 504 counts a Day as a business day when the university is open.

Is the appeal deadline the same at every school?

No. The appeal clock depends on the school, the route, and the notice that starts it. At several of these schools, the documents disagree with each other or leave the deadline unclear. In those cases the guide tells you to check your own notice or decision and confirm the deadline with the school.

Do I need an attorney as my advisor?

Each of these schools allows a student to have an advisor. None of the guides says that advisor must be an attorney.

What should I check first in my notice?

Check which policy and procedure the notice names, which version applies, and every date it gives. Each guide warns that the version posted today may not be the one that applies to an earlier incident, so confirm the version your notice names.
