If you are a student looking for a New Jersey Title IX lawyer, this page lists the school guides on this site for New Jersey universities: Kean University, Montclair State University, Rowan University, and Thomas Edison State University (TESU). Each university runs its own process under its own policy, and the written notice you receive controls your case.
How New Jersey universities handle Title IX cases
The four schools do not share one policy. Each publishes its own documents, and at all four the guides found more than one document that could bear on a student case. That is why reading the notice closely matters so much in New Jersey.
Here is how they differ. Rowan uses two university-wide sexual misconduct policies, one for Title IX cases and one for student sexual misconduct outside the Title IX policy’s scope, both run by its Office of Student Equity and Compliance (OSEC). At Montclair State, the Student Code of Conduct says it does not apply to complaints filed under the Title IX policy unless the Title IX complaint is dismissed. Kean still hosts an earlier Title IX policy alongside the one its Title IX page links. TESU is a largely online university, and its Title IX document does not state an effective date.
Appeal rules also vary by school and, within a school, by document. None of the four guides gives a single appeal deadline that fits every case, so the list below points you to each school page for appeal timing.
New Jersey university guides
- Kean University: covers the Sexual Harassment Policy and Procedures, marked Updated 8/2025, and the earlier Title IX 2024 Policy and Procedures that Kean still hosts. The two policies and the Student Code of Conduct set different appeal windows, so see the school page for appeal timing.
- Montclair State University: covers the currently linked Title IX Sexual Harassment/Sexual Assault Policy and Procedures, whose PDF lists an effective date of August 14, 2020, and how the Student Code of Conduct fits after a dismissal. The policy does not clearly say when its appeal period starts, so see the school page for appeal timing.
- Rowan University: covers the Title IX Sexual Harassment/Sexual Assault Policy, the Student Sexual Misconduct and Harassment Policy, both last revised February 3, 2026, and the Student Code of Conduct. The two policies and the Code set different appeal windows, so see the school page for appeal timing.
- Thomas Edison State University (TESU): covers the Title IX and Grievance Procedures document, its live hearing before a three-member Hearing Board, and the conduct codes that may apply instead. The Title IX document and the conduct codes set different appeal windows, so see the school page for appeal timing.
Common questions
Do New Jersey public universities follow the same policy?
No. Kean, Montclair State, Rowan, and TESU each publish their own policy and procedures, and some route a case to a separate conduct code depending on the allegation.
Is the appeal deadline the same everywhere?
No. Each school’s documents set their own appeal windows, and within a school the window can depend on which policy or code your case is under. Use the deadline in your own outcome or dismissal letter and confirm it with the office that sent it.
What should I check first in my notice?
Check which policy or code it names, the date of the alleged incident, and the date of the notice. At several of these schools, the version that applies can depend on those dates.
