Each university runs its own process under its own policy. The written notice you receive, and the policy version it names, controls your case.
How Illinois universities handle Title IX cases
The records behind this page do not show one statewide procedure that every Illinois campus follows. Each school publishes its own policy, and the details differ.
Day counts differ. EIU and NIU state most of their windows in calendar days. Illinois State counts University business days. SIUE, UIUC, and WIU use business days. UIC’s policy counts calendar days but leaves out university holidays and semester breaks.
The decision maker differs too. EIU uses a three-person Hearing Panel. NEIU and NIU use a hearing officer. Illinois State uses a panel of decision-makers, and UIUC uses a panel with three voting members, at least one of them a student. SIUE’s policy allows either a single decision maker or a three member panel. At UIC, the Office for Access and Equity investigates and the Office of the Dean of Students holds the hearing in student cases.
Conduct outside the federal Title IX definition often goes to a separate process. EIU sends it to IGP 173 or the Student Conduct Code. UIUC uses Appendix D for other sexual misconduct, and SIUE uses its Non-Discrimination and Non-Harassment Policy. At Illinois State, a dismissed Title IX complaint can still move to the Code of Student Conduct.
At EIU, Illinois State, NEIU, NIU, SIUE, and UIUC, advisors ask the questions at the hearing and the parties do not question each other directly. Each of those six schools supplies an advisor for hearing questioning if a party has none.
UIC and UIUC both carry the University of Illinois name, but they use different documents. UIC works under its sexual misconduct grievance policy and the Dean of Students Student Disciplinary Policy. UIUC works under Appendix E of its student disciplinary procedures. SIU Carbondale and SIUE also publish separate policies.
Illinois university guides
- Eastern Illinois University: EIU applies IGP 175.2, Sexual Harassment Complaint Policy and Title IX Sexual Harassment Complaint Procedure, approved August 11, 2025. IGP 175.2 allows an appeal within seven calendar days of notification of the determination, and appeals by student respondents go to the Vice President of Student Affairs.
- Illinois State University: Student cases run under Procedure 1.2.2, Hostile Educational Environment Sexual Harassment-Student Procedures, through the Office of Equal Opportunity and Access. Procedure 1.2.2 gives ten University business days to request an appeal, counted from email delivery of the decision letter, and a Dean’s Appeal Board makes a recommendation to the President.
- Northeastern Illinois University: NEIU applies Policy G1.8, effective May 15, 2025, and the G1.8.1 Grievance Procedures for Formal Complaints of Sexual Misconduct, Sexual Harassment, Sex Discrimination, and Retaliation, effective May 1, 2025. G1.8.1 requires a written appeal to the Appeal Officer within ten business days from receiving the written determination, and in cases between two students that officer is the Vice President for Student Affairs or a designee.
- Northern Illinois University: NIU applies its Sexual Misconduct Policy and Complaint Procedures, a grievance process separate from the Student Code of Conduct. The policy requires an appeal of hearing results to the executive vice president and provost within five calendar days of the written hearing results, and late appeals are denied.
- Southern Illinois University Carbondale: The posted policy is the Interim Policy and Procedures on Sexual Harassment, Sexual Assault, Sexual Misconduct, Dating Violence, Domestic Violence and Stalking, effective August 14, 2020, handled by the Office of Equity and Compliance. - Southern Illinois University Edwardsville: SIUE applies its Title IX Policy and Title IX Sexual Harassment Complaint Procedures, 2C9 and 3C8, dated August 1, 2024 and based on the 2020 federal Title IX regulations. The policy requires a written appeal within five business days of being notified of the decision, and the Vice Chancellor for Anti-Racism, Diversity, Equity, and Inclusion decides it.
- University of Illinois at Urbana-Champaign: The Office for Student Conflict Resolution handles student cases under Appendix E: Student Conduct Procedure for Allegations of Title IX Sexual Harassment. Appendix E requires a Notice of Appeal to that office within five business days of the date of notice of the panel’s decision.
- University of Illinois Chicago: The Office for Access and Equity investigates under UIC’s sexual misconduct grievance policy and procedures effective January 1, 2026, and the Office of the Dean of Students hears student cases under its Student Disciplinary Policy. Common questions
Do all Illinois universities on this page follow the same policy?
No. Each of the nine schools publishes its own policy or procedure. Even UIC and UIUC, which both carry the University of Illinois name, use different documents.
Is the appeal deadline the same everywhere?
No. Where this page states a window, the numbers and units differ: five calendar days at NIU, seven calendar days at EIU, five business days at SIUE and UIUC, ten business days at NEIU, and ten University business days at Illinois State. Each document also says what event starts the count. Use the date and rule stated in your own notice.
What should I check first in my notice?
Confirm which policy and track the notice names, whether its deadlines are counted in calendar days or business days, and which office receives an appeal. If the notice names a different policy version than the one described here, the notice controls.
Does a dismissal from the Title IX track end the case?
Not always. At EIU, Illinois State, SIUE, and UIUC, conduct outside the Title IX definition may continue under a separate policy or conduct code.
